Proposed AB 1139 has been defeated thanks to CA solar supporters!
Thanks to a grassroots coalition of solar and environmental groups and thousands of individuals like you, Assembly Bill 1139 did not receive enough votes to move forward! Groups such as the Solar Rights Alliance, Environment California, Indivisible, over 600 member companies from California Solar & Storage Association (CALSSA), and many others – stepped up to fight this bill. The petitions, spread of information, videos, and social media posts, and thousands of calls to local representatives helped defeat AB 1139 and keep California a pro-solar state.
Unfortunately, the support for NEM 3.0 is still going strong. The California Public Utilities Commission (CPUC) is currently considering making the same adjustments to revamp Net Energy Metering (NEM) to 3.0 mentioned in AB 1139.
A quick refresher on Net Energy Metering (NEM) 2.0:
- Net Energy Metering is a special billing mechanism for solar energy customers.
- NEM gives solar system customers credit for the electricity they add to the grid by tracking electricity usage and levels of unused electricity generated by solar energy system owners.
- NEM helps solar energy customers get a solid return on their solar investment by letting customers only pay for electricity used from the grid when their demand exceeded the limits of their solar energy system.
- The NEM billing system allows customers to pay once every 12 months and the current NEM systems billing agreement lasts 20 years. Read our NEM blog for more information.
While the adjustments to NEM being considered by the California Public Utilities Commission (CPUC) wouldn’t be as drastic as the measures in the bill, it will certainly be less than favorable for future solar owners. Because of upcoming eventual changes, now is the best time to get solar ( or refer solar to friends, family, and others) so that they can be grandfathered into the more favorable NEM 2.0 before the switch, which is estimated to happen sometime in 2022.
